Dalian Urban& Rural Construction Association is a municipal administration department with Director Bureau organization in charge of the urban and rural construction management and the comprehensive affairs of construction system of the city.
Its principal functions are:
I. organize to carry through and fulfil the guidelines, policies, laws and regulations related to the urban & rural construction, engineering construction, construction industry, gas and heat-supply, draw up the detailed policies and rules and regulations and arrange to implement as well.
II. Participate in the formulation of city overall planning and divisional planning; organize to coordinate and take part in the planning and review of the professional sectors like city traffic, water supply, environment-protection, civil defence and anti-earthquake; organize to program for city middle-long term planning ,annual city maintenance construction plan and master engineering supporting schedule as well as the instructional implementation; cope with the relevant departments to formulate the special fund plan for city construction; be responsible for the writing and review of gas and heat supply planning as well as their implementation.
III. organize to coordinate and participate in the planning, locating and environmental assessment of large construction project; organize to coordinate and manage the construction of small town; organize the review and approval-request for the historical culture building and contemporary building; instruct the planning formulation of anti-earthquake and fire-prevention in the district(county) and supervise and check the execution and management of anti-earthquake and disaster-prevention engineering.

Responsible for the sector management of construction industry.Responsible for the qualification examination on the construction enterprises for the construction, installation, decoration, structural member and merchandise concrete and supervisory departments, as well as pricing consulting departments and the approval and registration for foreign (overseas) enterprises and supervisory and pricing consulting departments; formulate the compulsory standard for the technology updating, quality management and safely construction applied for the construction enterprises and supervise to carry out the realization of that; Be responsible for the safe production supervision management of the construction sector in the city; Be responsible for the examination and approval on Construction Permits for Construction Projects; Be responsible for the approval of the certificate for the safe production management post of construction enterprise, certificate for the safe post of construction management personnel, construction enterprise safe qualification certificate; Be responsible for the investigation towards to the casualty accidents happened in the construction industry; Be responsible for the qualification management of real estate development enterprises; Be responsible for the supervisory management of the construction  market and the regulation of the principal action of market; Be responsible for the development of international engineering contract and construction  labour cooperation; Be responsible for the integral management of labour insurance cost of construction engineering.
VI. Responsible for the sector management of engineering exploring, design, measuring and design consultation.
Responsible for the qualification examination of engineering exploring, design and measuring departments the approval and registration of foreign (overseas) departments of engineering exploring, design and measuring.; Be responsible for the organization of coordinating and participating the preparation of overall urban & rural planning, divisional planning and detailed planning; Be responsible for the  bidding of engineering construction project design and the preliminary design reviewing; Be responsible for the contract registration of engineering exploring, design and measuring consultation, the review of construction standard and energy-saving, residential design proposal competition and the assessment and promotion of excellent design as well as the checking, approval and management of as-built drawing design documents; Be responsible for the preliminary examination on the application of certified public architect and certified public structure engineer, continuous education and registration management.
VII. Set down the industry technology development plan and technical improvement policy, workout the keystone science and technology project program; organize the review and application of science and technology achievements and development research of new process, new material, new product, new equipment and the technical verification and promotion application of the achievements; responsible for the review and recommendation for the Reward of National Science and Technology Progress; responsible for the qualification management of construction engineering laboratory and monitoring authority; responsible for the post training of construction system and continuous education.
VIII. Be responsible for the design, construction and monitoring of construction engineering and the bidding management of material equipment.
And the design, construction, monitoring and bidding activities of comprehensive construction engineering; organize to choose the high qualified engineering.
IX. organize and approve the construction permits for the overall construction engineering of the city, release” Construction Project Permit”; organize to carry out keystone engineering project of the city and coordinate the construction of large and intermediate project; Monitor the construction site and management; Monitor the construction department to organize the final acceptance of engineering and the integrated acceptance of residence community.
X. Responsible for the project pricing management.
Responsible for the management of contractual pricing of project construction; responsible for the management of the pricing basis of construction engineering of the city, monitor the cost standard of construction engineering of the city; responsible for the monitoring inspection of the project pricing for the state and state-holding engineering.
Responsible for the setting down and review for the project price invested by the municipal finance.
XI. Be responsible for the industry management of heat supply of the city.
Responsible for the qualification examination, issue the certificate of heat- supply management enterprise; responsible for the project proposal approval for key heat-supply engineering, design examination and construction management; Participate in the setting and management of heat-supply; responsible for the heat-supply management and monitoring.
XII. Responsible for the gas industry management of the city.
Responsible for the qualification management and safety management of the departments of gas operation, gas engineering design and construction; responsible for the management of the Purchasing Permit of liquefied petroleum gas; responsible for the quality inspection and sales management of gas device; participate in the gas pricing and management; responsible for the management and monitoring of gas industry and market.
XIII. Set down the planning of industry talent education training, organize the industry training and professional technology education.
XIV. Responsible for the management of city construction documents.
Responsible for the collection, classification, verification, saving and utilization of construction project engineering documents; responsible for the general check-up management of underground pipeline of the city; responsible for the execution and supervising of city construction documents; responsible for the city construction information system; responsible for the management, development and utilization of city geographical information system which focus on the underground pipeline geographical information system.
XV. Responsible for the innovation of wall material and the development and application management of construction energy-saving and the integrated utilization of fly ash.
Set down, examine and approve and implement the development planning, annual schedule and science and technology program of wall improvement, construction energy-saving and the integrated utilization of coal powder; responsible for imposing, application management and monitoring of the special fund of wall material, collaborate with relevant departments to review and approve the capital using plan; fulfil the award and penalty policy of wall improvement and construction energy-saving; organize the accreditation of new-type wall material and construction-saving material parts, collaborate with the relevant departments to handle the tax reduction and exemption according to the state policies; responsible for the guiding and monitoring of the wall improvement and construction energy-saving of each district(city) and county.
XVI. Responsible for the residence industrialization; study out the development program and relevant policy and measurement of the city residence industrialization; responsible for the assessment and recognition residence performance and residence product and parts; responsible for the organization of carryout out the technology development related to the residence parts and diversified demonstration project; develop residence technology information communication and international technology cooperation; develop the industrialization of construct construction and material supply; Install the trial work of trial production; publicize the promoted and limited residence industrialization engineering material periodically; Be responsible for the instruction and monitoring of the residence industrialization of each district(county).
