Dalian Urban & Rural Construction Commission is a city government department established at a formal bureau level, which is in charge of urban and rural construction administration and comprehensive jobs in construction industry in the whole city. Its primary functions are as the following:

1. Organize to implement national policies, laws and statutes in respect of urban and rural construction, engineering construction, construction industry, gas and heat supply, and establish detailed policies and statutes and organize to make implementation thereof.

2. Participate in preparation of overall urban planning and division planning; organize, coordinate and participate in planning preparation and review for specialized industries in the city such as traffic, water supply, environment protection, civil air defence, earthquake resistance, etc; organize to prepare urban construction planning for intermediate and long terms, annual urban maintenance & construction plan and large work arrangement plan and make direction on implementation; establish special urban construction fund plan together with relevant departments; and be responsible for preparation and review of planning in gas supply and heat supply industries and organize to make implementation thereof.

3. Organize, coordinate and participate in planning, location selection and environment evaluation of large construction projects; organize, coordinate and manage small town construction; organize review and approval of historical and cultural architectures and modern architectures to be protected; and make direction on preparation of earthquake resistance & disaster prevention planning and supervise and inspect implementation and management of earthquake resistance & disaster prevention works.

4. Be responsible for information consolidation in construction industry.

Be responsible for construction industry administration; be responsible for qualification review of construction enterprises and supervision and pricing consultation units engaged in construction, installation, decoration, assemblies, commercial concrete, etc and verification and record of construction enterprises and supervision and pricing consultation units from outside Dalian; establish compulsory standard articles in technical progress, quality control, safe construction, etc for construction enterprises and supervise the implementation thereof; be responsible for supervision and administration of safe production in construction industry in the whole city; be responsible for approval of construction safety permit for construction work projects; be responsible for verification of qualification certificate for safe production and management positions and construction manager safety positions and safety in construction industry enterprises; be responsible for investigation of casualty accidents occurring in construction industry; be responsible for control on qualification of real estate development enterprises; be responsible for supervision and administration in construction market and standardization of market behaviors; be responsible for development of international work contracting and construction labor cooperation; and be responsible for unified administration of construction work labor insurance expenses.

6. Be responsible for industrial administration in work survey, design, measurement, and design consultation; be responsible for qualification review of work survey, design and measurement units and verification and record of work survey, design and measurement units from outside Dalian; be responsible for organizing, coordinating and participating in preparation of overall urban planning, division planning and detailed planning; be responsible for design bidding and preliminary design approval of work construction projects; be responsible for record of construction work survey, design, measurement and consultation contracts, house building standards, construction energy-saving review, house design plan competition, excellent design evaluation and promotion, and review, approval and management of construction drawing design documents; and be responsible for preliminary review of application for certified architects and certified structure technicians, further education and registration management.

7.Establish industry technology development planning and technology progress policies; prepare the plan of key technology development projects; organize the review of and application for technical outcomes, development and research of new processes, materials, products and equipments, and technical identification, promotion and application of outcomes; be responsible for evaluation and recommendation for technical progress awards in construction industry; be responsible for control on qualification of laboratories and test authorities for construction works; and be responsible for position training and further education in construction industry.

8. Be responsible for bidding management of design, construction, supervision, materials and equipments in construction works; make comprehensive administration of bidding activities in design, construction and supervision of construction works; and organize evaluation of excellent works.

9. Organize approval of construction permit for construction works in the whole city; issue Construction Work Permit; organize implementation of key projects in the city and coordinate the construction of intermediate and large projects; supervise construction site and management; and supervise work completion acceptance and comprehensive residence acceptance organized by the construction unit.

10.Be responsible for pricing administration of construction works; be responsible for administration of construction contracting and pricing for construction works; be responsible for administration of construction work pricing basis in the whole city, and determination of construction work expense criteria in the city; be responsible for supervision and inspection of pricing activities for state-owned and state-holding projects; be responsible for information publication of work pricing in the whole city; be responsible for training and management of pricing consultation units and specialists in the whole city; be responsible for record management of application software for contract and pricing of construction works and settlement of disputes from work pricing; and be responsible for review of preparation of financial investment project pricing in the city.

11. Be responsible for heat supply industry administration in the whole city; be responsible for qualification review of heat supply units; issue qualification certificate of heat supply management enterprises; be responsible for approval, design and construction management of key heat supply projects; participate in establishment and administration of heat supply price; and be responsible for heat supply management and supervision.

12. Be responsible for gas industry administration in the whole city; be responsible for qualification control and safety management of gas work design and construction units; be responsible for administration of liquefied petroleum gas purchase permit; be responsible for quality inspection and sales administration of gas appliances; participate in establishment and administration of gas price; and be responsible for administration and supervision in gas industry and market.

13. Establish industrial talent education & training planning, and organize industrial training and specialized technical education.

14. Be responsible for administration of urban construction archives in the whole city; be responsible for collection, consolidation, identification, keeping, development and utilization of construction project archives; be responsible for general inspection and administration of underground pipelines in the whole city; be responsible for enforcement and supervision of urban construction archives; be responsible for construction information system in the whole city; and be responsible for management, development and utilization of geographic information system with focus on geographic information system about underground pipelines in the whole city.

15. Be responsible for wall materials innovation and development and application of construction energy-saving, comprehensive fly ash utilization; prepare, approve and implement development planning, annual plan and research plan of wall innovation, construction energy-saving and comprehensive fly ash utilization; be responsible for administration and supervision in levy and use of special fund for wall materials in the whole city; approve the fund use plan together with relevant departments; implement the reward policies for wall innovation and construction energy-saving; organize certification of new wall materials and construction energy-saving materials; deal with tax reduction and exemption together with relevant departments according to relevant national policies; and be responsible for direction and supervision of wall innovation and construction energy-saving in counties, districts and cities.

16. Be responsible for housing industrialization in the whole city; establish the development planning and relevant policies and measures in respect of housing industrialization in the whole city; be responsible for assessment and recognition of house capabilities and house products; be responsible for organization and implementation of technical development projects and demonstration works in respect of house products; carry out house technology information exchange and international technical cooperation; carry out industrialization of construction work and material supply and commissioning of assembly production; regularly publish housing industrialization work materials to be promoted and restricted for use; and be responsible for direction and supervision of housing industrialization in counties, districts and cities.
